Graphics card won't send a signal to my monitor

I just built this new pc and everything seems to run, but the graphics card won't send a signal to the monitor. I know the monitor works because I hooked it up to my xbox one. I have no other systems to check each component. The graphics card lights up but the fans don't spin and I have plenty of power for my build. What could be wrong
Specs:
Graphics card: MSI R9 390
Motherboard: MSI 970 gaming

How is the graphics card connected to power supply?

It is connected to the power supply via an 8 bit and a 6 bit connector

Since fans not spinning, it might be a card issue. Try testing it on different pc (on different power supply), or RMA-it,

Tested the power supply and the -5v light didn't come on. I was told that this is usually the first to go when the power supply starts to short.
