Graphics card won't start on first boot

I'm having a problem getting my gpu to start up on a first boot I've tested the gpu on another computer and it worked, it also spins a little after I turn the pc off. I just get stuck with no display.

I'm using an Msi 970 motherboard and a r7 260 graphics card

Try alternate slot. Check connections and cables. Re-seat the card and try it again. If all fails disconnect everything from motherboard but video card and try it again.

PSU??

evga 430w 80+ just picked it up today from microcenter should be plenty for a low profile card

switched slots, didnt work. and by disconnecting everything from the motherboard do you mean taking out the ram? and i also have a network card in a pci slot.

what cpu are you using? 8350??

First things first, the r7 260 requires a 450w minimum
you're under that, not by much so it shouldn't cause a problem for now

Maybe the PSU is bad? When you tried it on a new computer, did you use a different PSU?
try your motherboard with that other PCs PSU

I made a mistake I actually have a r7 240** and I just got the PSU. The graphics card would work on my cousins old dells computer.

Sitting in the warehouse for months, years even, can damage it

So, the GPU works. 100% confirmed
Does your motherboard and CPU work 100%. not 99%, 100%?
If yes, i'm willing to bet the PSUs DOA (dead on arrival)
Does the PSU fan spin?

PSU fan spins, motherboard lights turn on, CPU fan turns on, everything turns on except the graphics card.

did you have a look over that other guide? maybe the 4 pin is out. A family member had the same thing, everything turned on, lights, fans but there was no video signal
because your GPU work on another computer, we know for a fact the GPU works fine.

You have to check each component to find out what is broke
GPU, mobo etc
Did your computer turn on before installing the graphics card or was it build all together?

The mobo has no video output slots so the only way I could get video is from a video card. And yes it was built all together.
