Graphics card won't start on first boot

I'm having a problem getting my gpu to start up on a first boot I've tested the gpu on another computer and it worked, it also spins a little after I turn the pc off. I just get stuck with no display.

I'm using an Msi 970 motherboard and a r7 260 graphics card
 

switched slots, didnt work. and by disconnecting everything from the motherboard do you mean taking out the ram? and i also have a network card in a pci slot.
 

I made a mistake I actually have a r7 240** and I just got the PSU. The graphics card would work on my cousins old dells computer.
 


PSU fan spins, motherboard lights turn on, CPU fan turns on, everything turns on except the graphics card.

 


The mobo has no video output slots so the only way I could get video is from a video card. And yes it was built all together.
