Graphics card won't turn on

I just recently built my new computer and for a while everything was working fine. About 3 weeks after I plugged in a second monitor to my graphics card and when I tried to turn my computer on everything else except my graphics card would turn on. To turn on my graphics card I have to turn on and off my computer a couple times and It's SUPER ANNOYING. Also I have the GTX 950 which supports dual monitors.

IGPU (if any) turned off or PCEe chosen as default display ? Those settings you can find in the BIOS.

I can't acces my bios because now my monitors won't even connect to my computer now :/
