I have an OptiPlex 9020 small form factor and I'm looking to upgrade the graphics card. Is there any recommended cards for gaming that would give me higher fps?

Solution
CPU: Intel Core i7-4790 CPU @ 3.60GHz (8 CPUs)
GPU: AMD Radeon Graphics Processor(0x6611); Currently have AMD Radeon R5 240
Power: 255W

Thanks for the help!
Not bad... The optiplex probably doesn't have pcie power connectors, so you'd be limited to a GTX 1650 at most, which can draw its power from the slot. If it is SFF, you would need a low profile 1650 which doesn't use power connectors.

As for being CPU/GPU limited, a 1650 would do pretty well with a 4790.
At a minimum, your current CPU, your current GPU, and the specs of your current power supply.

It's impossible to recommend an upgrade without knowing what you have at the moment! It's a bit like me asking you to recommend a car upgrade and only telling you that I have a "Toyota."

I have this same system and the biggest problem with ANY gpu upgrade is that is not only has to be low profile, but only a single slot because the x16 slot is right next to the power supply. 🙁

If you like the Dell and want to stick with that series, get a bareboned 3020 mt and move your processor and ram to the mt. Then you can add a 1660 easily as well as upgrade the power supply. You can then sell of the SFF as it is a very nice basic office machine.
