What would be the best graphics card I could buy on a $300-400 budget?

What do you have now? With the crazy, inflated prices today, that budget won't go far. Maybe a GTX 1650 if you can find it.

Those old Radeons run hot and are getting rather dated. However, unless it fails to meet your immediate needs, you might want to delay your purchase.

Otherwise, as you can see, you options are limited for your budget.
