Graphics Driver Problems

I have a Graphics card that I have been using for a while without any problems. Just yesterday I reinstalled the OS and suddenly, whenever I try to run AMD Catalyst installer my computer blue screens as soon as it says "detecting hardware" Also, if I try to use AMD's Auto detect software, I get the error "could not parse" whenever I click the install button. So the question is, Is there a way to fix either of these, or manually detect the hardware and install the driver (because windows just says Standard VGA even after "scanning for hardware changes")
 
what is the OS? is this OS 32bit or 64bit? also when you ran the windows install, did you do UEFI install, or normal install with MBR? did you try running the catalyst as administrator? if you have windows 7, did you make sure you installed the SP1 update?
 
64bit Win7 Ultimate, MBR install, I am the administrator, And I would expect so since it doesnt say I need or should install any new updates.

EDIT: No I do not have SP1 but I didnt before either.
