Graphics fuzzy in windows 7 only

I have a really weird issue this time guys.
I have an Acer Aspire desktop designed for windows vista, so its a few years old lol.
Anyway this computer was working fine up til the time i put it away last year. I stored it because i got a better computer and didnt need this one anymore. Well now i need some money so i wanted to sell it and i will anyway but i want you guys' opinion on this because this is interesting to me.
When i first turned this computer on i had a tri boot between vista, windows 7 and ubuntu. I had it this was just to play with when i was using it. Anyway it boots vista by default so i let it do its thing. i was going to just format it and install an OS but i decided to check the hdd for files i wanted before i did the format. Windows Vista and Ubuntu both work fine. No issues with the graphics whatsoever. I can boot vista now and it will work fine. But when i boot windows 7, the graphical interface is all fuzzy, i mean it looks like the GPU on the board is dying. It looks totally messed up. Pixels moving all over the screen, colors in the wrong places and such. It makes me think id need to replace the board or reflow the GPU. However, when i boot into windows vista or Ubuntu i do not have this issue. it works perfectly fine in these OS'.
Im using a DVI cable to display to my monitor. Im going to try windows 8 and windows 10 now just out of curiosity. Im also going to switch to a VGA cable and il also add a different GPU to a PCI slot and see if it continues to be an issue. Also this was interesting too, i went ahead and did a clean install of windows 7, and during the installation the graphics were fine aswell, up until it got to the finishing point. I was still in the installation when the graphics decided to start acting weird. I just thought this was weird and wanted you guys opinion on this. What do you think could be wrong here? Totally weird lol

Try adjusting settings on the monitor menu. When I hooked up to a TV for instance everything looked blurry and fuzzy, one big fix was turning the sharpness down.
Either your graphics card has hardware faults, or a corrupted graphics driver installation. Or, your ram could be faulty, resulting in corrupted file downloads. Downloading a graphics driver on faulty ram can result in faulty graphics drivers.

Another possibility is a hard drive issue. I mean, it's pretty endless in terms of possibilities. Provide some more information?

When did you first notice a problem and what was the problem?
 
Try changing the windows background and theme to performance mode and see if it's still acting weird

Right click desktop > Personalize > Select either windows 7 basic or windows classic
 
Actually i think my monitor is to blame for this. I do not understand why though. My monitor displays windows vista and all the other operating systems properly, but windows 7 is totally fuzzy.
I say its my monitor now because i tried the DVI on another monitor and it worked fine. My monitor displays windows 7 on other machines fine though. Totally weird. I thought maybe a driver issue but its using windows 7s generic driver in both situations. Just my monitor doesnt like this particular computer for some reason? i wonder why.

Never did get the computer to work with that monitor, but it works with every other monitor i tried it with. Weird. Thanks for the help anyway.
