Graphics GPU artifacts

At the normal day and a normal season i decided to have an monthly optimization for my pc like
"Updating all the software's and reinstalling my browsers and so (Because my PC are in DeepFreeze state and decided to do a monthly maintenance)"

I've been doing this kind of maintenance for the last 2 years now and not having any problems.
but today i had some kind of white lines and black lines similar as this.

But the artifacts only appear at "Windows 7 Starting Logo"
no artifacts in Motherboard Boot, Bios and Safe mode.
But only at "Windows 7 Starting Logo"

Also it seems that the Artifacts only appear when i "Shutdown" my computer completely.
But during sleep or restart it doesn't appear...
So in order to remove the Artifacts i needed to Turn on the PC and let the artifacts until my desktop screen shows up and Restart it...
when at restart everything is normal no artifacts or what so ever...

i've done and tested different GPU drivers now and done a clean reinstallation of it, and seems the problem doesn't want to leave me.

i'm thinking the possible culprit of this problem... (List Below)
- GPU itself is 3 years old
- Ram is quite old (i've seen a artifacts problem before regarding about RAM)
- PSU similar as GPU they're both 3 years old and might be failing?
- or the Driver itself? and try different older version...
- System Files or so.

For now i'm trying to solve and do the following...
- replace and test different GPU (later)
- Do a Memtester (for ram) (Later)
- replacement of PSU is still impossible for me now...

Overall State

- The Artifacts only appear when i shutdown the PC completely and power it on.
- The Artifacts only appear at Windows 7 Starting Logo
- The Artifacts is resolved when i restart it manually at Windows (Not hard restart at Case itself)
- No Artifacts seen when i do a Restart manually and everything is running like a normal PC.

Also here are my Hardware

Mobo: Gigabyte ga-g31m-es2l
Ram: Samsung 4x2 DDR2 @ 800
HDD 01(Boot): Seagate BarraCuda ES ST3250820NS 250GB
HDD 02: WD Blue Hard Drive 1TB WD10EZEX
PSU: PSU True Rated - 600w
GPU: GTX 460 1GB

yes it's really old hardware to have... but all i've been doing is design works on this PC and i've been using it for 4 years now without any problems or so...

But my question is...
How to REMOVE THAT ARTIFACTS WHEN IT ONLY APPEAR AT WINDOWS STARTING LOGO?....

The easiest is to change GPU and see how it goes, it might be PSU thou, not giving enough power when it's cold on first startup. It can also be windows 7 problem, but you shouldn't reinstall windows for now, just try replacing GPU if you can and see how it goes. Also run that memtester.

i have a friend that could lend me a spare GPU later i will try it... also at the same time i'll try the memtester...
but in overall state... everything really is running normally and only thing that really bothers me is...
if the system is running normally then why theres a Artifacts appearing...

i'll update later when im done replacing the GPU and Memtester...
