Question Graphics interface/PCI Express 3.0? low link speed?

Is the low link speed something to do with the m2 drive? i thought it was suppose to run at 16 also its stating pci express 3.0 but isnt this motherboard "PCIe 4.0-ready," Bios is up to date is this a issue i should worry about and is it effecting my PC performance...i only just build this pc a month or so ago really dont want to have to buy a new motherboard if thats the issue

GTX 1060 is PCIE 3.0 card.
What did you expect? It would magically be able to run in PCIE 4.0 mode?
