Graphics loads too slow when im streaming

When I am streaming gta v online the graphics really loads too slow and im like driving in the void but when i dont stream everything is fine,my upload speed is 2mbps and download speed 24mbps.

You are cpu and ram limited for a gaming+streaming setup. 16gb minumum and a cpu with more cores/threads than the one you have.
Your best bet may be to get a new cpu+mobo+ram, as the simple route, just getting a 4770 or 4790+a new 16gb kit of ram, probably isn't cost effective.

vs. getting either 4770 or 4790+ 16gb ram:
4770/4790, $200-$700(used & new) + ~$120 ram(give or take a few $s = $320-$820
Used cpus will obviously be the way to go.

For the smoothest experience streaming GTA V(at least) out of those 4, the Ryzen 2700 and the 8700 would be the best, followed by the 2600, and 4770/4790 are last... but 2600 and 47xx are easier on the wallet... assuming you have a budget for any of these options.
