It's not even close, the PC. The Xbox just doesn't have the horsepower that a contemporary Pc does, assuming an equivalent level of tech paired with that nVidia 1080 video card. The Xbox might be able to do 4k, but it won't have near the same graphical settings that the PC can muster.

I second the above.
While the OneS may be able to output 4k, that does not mean it is at higher settings.
That would be like the difference between Fo4 on low at 4k, and Fo4 on ultra (with AA) at 1080p.
Depends on the game.
If the game is a straight console port and does not have additional graphical features it will look about the same (the PC will still have an edge, but it would be hard to notice).
If the game is not a console port, or if additional PC settings are added the PC will look better (by how much, again depends on the actual game).
