Graphics/Windows Settings Constantly Resetting On Restart/Wakeup

Certain graphics settings, and certain windows settings seem to be forgotten on startup or wake up. Here are a few examples of what I mean (rig specs below):

Startup/Wakeup: either left or right monitor (not consistent but always one, never middle) doesn’t show the desktop, and the side monitor that IS showing it will be set to the wrong resolution - I have to turn off the one that isn’t showing the desktop, and then turn it back on, or open graphics settings and hit detect, then it goes to back to my normal settings with all three.

Startup/Wakeup: Auto-hide taskbar disables itself - I have to open settings and re-enable auto-hide taskbar often, not every time but enough to be annoyed by it.

Misc: Not sure what the term is - this is not consistent but sometimes when I open a program, the outline will appear, then it colors in, then the outline of the buttons, and so on like a bogged down webpage.

Misc: Out of the blue the taskbar will only show as an outline, not allow any action

Can anyone tell me if these are symptoms of something that you might be familiar with?

MOBO: ASRock Killer SLI Z270
CPU: i7 7700K 4.2 (no oc)
GPU: EVGA 1080 FTW2 ICX (Drivers always up to date, no OC)
-3 Monitors (LG TVs)
-Left: 40in HDMI -> HDMI -> GPU
-Middle: 42in HDMI -> Display Port -> GPU
-Right: 40in HDMI -> Display Port -> GPU
RAM: Corsair Vengeance 16GB
PSU: Seasonic X-Series 1050w
SSD: Samsung 250GB
OS: Windows 10 (Always up to date)

Can you please try creating a new user account and see if the issue is same when you log on to that account?

Also, please check if the system time is correct, or if even the clock changes to some earlier date.
