Great download but slow upload!

Using a Belkin AC1200 Dual Band
Using 5ghz Band
Download is great for me upload is terrible.
I'm using wireless because wall wiring in house does not work.

Is there anything "I" can do to fix this or is it more of a problem with my ISP?

Nothing really you can do. I have Charter in the Twin Cities, and 4 Mb/s is their advertised upload speed. So, you're actually getting good speeds!
