Great PC specs with awful performance

I got a prebuilt from IBuyPower back in christmas 2016. It worked great, 200 fps in everything but there were some small problems that've become very bad recently. Alt tabbing always has killed my pc, it would take forever to tab back into games and if I were to alt tab too many times in one match it would slow my whole pc. Very very very rarely it would give small stutters. Like once every 4 months it would drop frames for a few minutes then it would be fine for a long while.

Around 6 months ago my fps dropped drastically but not in a way I can really understand. In csgo (the game I mainly play and really care about) net graph would say that I have 250-300 consistent fps but if I entered a gunfight or after dying it would dip to as low as 50. It's made playing anything hell. Recently it's become constant. So I dedicated to replace almost everything. The only thing from the old build that stands is my cpu cooler and case. I've been to two different people for help. Geek squad contacted. Gotten help from a close friend that's a computer repair man over teamviewer. Windows has been reinstalled fully from a new flashdrive.

HDD: none

It seems no one that's looked so far can find a distinct problem. I can understand it being intermittent but I would greatly appreciate some help.

Although you didn't explicitly say so, I assume the problem wasn't fixed by building this new system?

How are CPU and GPU temps?

Do you have a decent (and stable) internet connection? Are you connected via WiFi or Ethernet?

The problem was not fixed
Ethernet stable 180 down 5 up. Cpu Temps: 30 degrees celcius, GPU: sorry idk I can figure out how to check though the two recent guys said the temps were fine so I didn't check guess I should have.
I know you didn't ask but I'm positive the monitor also isn't the problem with frames as I can see through different fps indicators that's it's dropping in game rather than my monitor.
 
30C is idle temp. Run a stress test like Prime95 and monitor CPU temps. Something like FurMark is as good as any for GPU stress testing.

HWMonitor is a good program to use for temp monitoring.

I like FRAPS for FPS overlay and it also has a frame time logging function that you can import the .csv file and graph frame times instead of relying on your eyes.

Somewhat unrelated: What monitor do you have?

I understand how 144 hz works, my fps is dipping below that in steep stutters constantly.
I'm running prime 95 right now and have been for a few hours, I'll post when I decide to stop it.
 
What is your CPU temperature while running Prime95? The point is that your CPU temperatures might be fine while idling on the Windows desktop, but it might rise drastically while running a heavy load like Prime95, if something is wrong with the CPU cooler. Since you mention bringing that over from the old build, it's definitely worth checking. It could be that the pump failed in it or something. Monitor the temperatures for 10-20 minutes while the stress test is running (or less, if they rocket up to 90+ degrees right away).

Also, I just noticed your userbench link, and your RAM is performing well below where it should be. It appears to be running at only 2133MHz. You might want to restart into your motherboard's BIOS and set it to run at its rated speed.
 
Generally if prime 95 crashes, there's a problem with the RAM. check the error logs. That could be a reason for your FPS dips, although typically a RAM hard fault results in a BSOD. maybe this is a more minor fault.

What were your CPU temps while prime 95 was running. (Allow 10 minutes for warm up)
