Question Green artifacts and flickering at 1920x1080 display resolution in games ?

Windows 10 64-bit
AMD Ryren 5 3600X 6-core 3.60
32 GB Ram
Mother board is MSI B450-A PRO MAX with bios version E7B86AMS.M40.
PSU is DNS DNP 650 600W.
GeForce full name is PALIT GTX1660Super GP 6G GDDR6 192bit DVI HDMI DP.
Motherboard, PSU, GPU all 2 and half years old (I bought them all at the same time).

For some reason if I play games at 1920x1080 resolution (my monitor can't go higher) some green artifacts and flickering on them appear:

Its not graphic setting, only resolution what matter. If i change resolution from 1920x1080 to lower setting they disappear, but appear again if i change resolution back. If I restart PC or reinstall geforce driver it can help once. If I launch game after that there is no artifacts but if I exit game they again can appear (its complete mystery then they appear and then not). I didnt overclock card, its still on factory settings. I tried everything:
  • clean driver installation (delete driver from device manager)
  • pull out video card from slot
  • getting another monitor and cable
  • also tried install old drivers version was 528.02 , got 526.86. Didn't help.
  • I even reinstalled windows and carried card to service center they said everything ok.
Can anyone help me with this?

You forgot to mention the make and model of your PSU and it's age. Please add the make and model of your motherboard as well and the BIOS version for said motherboard at this moment of time.

If I restart PC or reinstall geforce driver it can help once.
Did you use DDU to uninstall your GPU drivers, prior to reinstalling? Also, when reinstalling, did you manually reinstall with the latest drivers in an elevated command, i.e, Right click installer>Run as Administrator?

I even reinstalled windows
Where did you source the installer for the OS? Another inquiry, did you recreate the installer to rule out a corruption in said installer?

Motherboard, PSU, GPU all 2 and half years old (I bought them all at the same time). Then I reinstalled drivers I didn't used DDU, normally I go to device manager and delete driver from there. I didnt run executebles as administrators since I am only user on this PC. As for source of OS installer its image of my standard windows 10 home disk what I made on another PC to flash drive since I don't have dvd or blue ray drive. I just format disk, reinstalled OS from flash drive and then download all drivers and updates from web. I didn't recreate OS installer since I didn't think what installer will work if it became corrupt.
