Green horizontal lines on monitor

Hey everyone, my monitor has green horizontal flashing lines on the right side of the screen. I know it is not the video card, because it shows the lines even when not connected to the computer but still turned on. I tried factory resetting it, but nothing happened. Occassionally, if I change the resolution on my monitor it will go away for a bit, but it always comes back. I tried reinstalling the drivers but that did nothing either. My monitor is an ASUS one. Is there nothing I can do to fix this? Thanks for the help.

You mentioned the lines are there, even when not connected to the PC. That clearly indicates it is the monitor that is faulty, and not drivers, as drivers can only play a role when hooked up to a PC.
