Green LED, no boot, read troubleshoot - help?

Solution
Turn off the PSU or unplug it. Place the ClrCMOS jumper on the CLR position for ten seconds or so. Then move it to the Normal position. Now plug in the PSU and turn it on. Try to turn your PC on by shorting the PWR SW pins. You PC should be reset to its defaults. You may need to go back into your BIOS and restore things like the preferred boot device.
I repluged everything on a test bench (a box) and tried using a flat screw driver on both PWRSW horizontal pins. Nothing has changed. The green dot is still lit on my motherboard and nothing starts spinning...

EDIT: My ram sticks are fully in, even the other unused clamps are shut. I have the 24 pin fully in, as well as the 8-pin and both PCI-E for my GTX 560. I am also feeding my CPU cooler from the mobo, and feeding both SSD (with OS) and optical drive from the PSW. The PSW is a Corsair 800W GS non-modular.

I found this tiny piece of plastic that might of been part of the motherboard, it's the same shade of blue as the motherboard although it doesn't look like it'd plug anywhere ... it's like a 3 female pin with just nothing on top. The thing would only fit 2 pins of a fan connector(male pins) with both ends of this 3-pin thingy.
 
For some reason, that small blue piece, if I put it on the two right pins of the "Chassis CLRTC" (what is that??) header(that the right term? male pins on the motherboard), everything starts spinning as if I turned it on if I take it off right after .. if I leave it in, like push it in all the way, everything turns off. My screen doesn't get a connection when everything turns on either...

EDIT: Despite the graphic card driver already installed and using all the same components .. I tried the on board display and still nothing is coming out of the monitor. I'm running out of options and I still didn't fix that power on/off switch ... just a temporarily on-switch with that blue thingy and pressing the power button to turn it off instantly - so weird!
 

The blue thing is a Clear CMOS jumper? If I shouldn't use it when power is applied, how come it's the only way I can boot? I'll look at my motherboard's manual in a couple hours when I get home and see if I can find out how and where to properly position it (if that's what you suggest).

Thanks again for all your help. I think I found the solution about my monitor's no signal ... I'll try and change the monitor's Input select manually.

Hello guys idk if this thread is still alive lol but im having the same problem but mine actually lights up and fans start spinning for a quick second and then stops. I was doing chale managemnet fixing up the inside of the mobo because it was all clustered and cluttered. Everything was working fine till I removed the 24pin power cord from there it just didn’t wanted to turn on. Cable is not damaged nor is the slot. Any ideas what it can be? My mobo power light is green so I know for a fact I didn’t static shocked it and fried it. Or at least I think lol please any tips ideas or help will be great!!!

You should start a new thread, but this usually turns out to be a dead power supply. If the PSU in your system is even a little bit shady, I would get a new, better power supply like the Corsair CX450.

Alright I’ll start up a new one and you sure it can be the PSU? I legit build the pc like a month or two month ago so all the parts are fairly new. I have a Corsair cx650m
