Hello, I would appreciate it if someone could assist me with the following issue:
It's been a while since I started having this issue, but I have always thought it was just because the hot weather and I have no A/C, so the graphics card gets hot quicker. Although I do not game much, other than League of Legends and some light gaming.
However, the problem was: ever since ~July my computer screen has been flickering green (the entire screen). At first the screen only flickers once every few hours of usage, and after 1~2 months the screen gradually started to flicker more and more intensively for a few seconds, and eventually returns to normal.
So I did some troubleshooting:
I updated my graphics driver
I reinstalled my graphics driver
I reinstalled windows
All seem to fix the problem for a few days, then the problem would start again. I also tried revert driver updates, still same problem.
So I swapped the HDMI cable. Here it gets a bit interesting.
The green flickering stopped. However, now I would see small patches of black with green squiggles on the screen occasionally when I alt+tab between windows, or randomly when I watch YouTube videos or simply look at photos or images. This is shown in the attached image. Sometimes it's green lines and sometimes it's green dots.

This issue does not seem to happen when I play games, only happens on desktop.
My setup:
Monitor: HP Pavilion 23cw (2 years old~ 1 year screen on time)
Graphics Card: Sapphire Nitro+ OC RX480 4GB
CPU: INTEL i5 6500
RAM: 8GB
HDD/SSD: 1TB WD Blue and 500GB MX500 Crucial SSD
OS: Windows 10 Home 64Bit
Right now my suspicions are either the monitor is going bad or the graphics card. I checked the graphics card for dusts, but I barely see any and I recently cleaned it with air duster. I don't know if this is normal, but just by having 2-3 Chrome tabs open it consumes 50+% of my ram.
Please help me narrow this issue down for me, because I do not have the budget to upgrade multiple components.
