Green / Pink lines???? Help

ok , i bought my R9 280X Brand new yesterday , and whenever i go in a game (witcher 3/bf4)
about 5m ins in the screen just comes up green and white vertical lines sometimes it even pink!
my cpu is a pentium g3258 , it works normal with my old gpu , my powersupply is antec 650w,
i really need help , the gpu cant be the problem , its brand new!!!
(NOTHING is overclocked except CPU) < its stable though

check the simplest thing

that both ends of the cable--graphics card and monitor are securely connected

i just found out my psu fan isnt spinning, and gets hot , is that the problem? i cleaned it and i think i didnt reconnect the fans

yes probably is the issue it certainly wouldnt help
