Green pixels in black parts of screen

So my roommate is having issues with his display. He has green pixels that pop up in random parts of his screen where it should be black. in some portions where it should be black, it is completely green, or sometimes even red. Anyone know what's going on?

Lots of possibilities, but I vote for a failing graphics card as the most likely.
If you have another monitor available, you could hook up to it to rule the monitor out (or in) and the graphics card.
