Green/purple artifacts/lines in random places across screen (Sapphire R9 390)

Hello, everyone. I recently upgraded my GPU to a Sapphire r9 390 from a 7950. The issue is discolored pixels (sometimes fuzzy groups of pixels) that appear in certain places. I'm not sure if my PSU is too weak, my motherboard is lacking, or my CPU is bottlenecking it? I tried returning the core voltage to 0 from stock +19mV, and left everything else the same. Maybe its because I overclocked my CPU and the PSU cant handle both? I have no idea.

Originally i thought it was a bad card, but a few months ago i tried installing a GTX 970 and it gave the same issue. I RMA'd the card and got a new one and did the same thing. I just returned it and now have decided to upgrade again, but its still the same issue. Again, I doubt its a bad card.

Here are the specs:
Sapphire R9 390
ASROCK Z77 mobo
650w corsair PSU
i5-3570k (oc to 4.4GHz) w/ hyper 212 evo
8gb gskill ddr3 1600 ram (non XMP)
250gb samsung SSD
500gb WD HDD

If anyone has any info on whats wrong please let me know! I love this card!

EDIT: btw i already tried completely uninstalling drivers and reinstalling, from disk/downloaded, in safe mode, all variations and its still happening.

EDIT: so weird, i have f.lux and it just kicked in, and there are no more of those artifacts...?? is it a monitor error or something with the colors? monitor link posted a few comments below
 
i have read the such visual problems can be caused by overheating, memory problems, defective psu, or the gpu core, but you have tested several gpus so i would test each RAM slot at a time with a good known RAM stick and also try with a good known PSU. Check that the airflow is good and your gpus are not overheating. gl
edit: be sure to try another monitor or tv to make sure its not faulty monitor

its not overheating all my temps are even under recommended limit. my ram is fine as well, all detected and work with my old GPU. i dont have another PSU to test with, ill ask a friend i guess
