Green Spots Flickering on screen

So I've never had a problem maxing out settings on any game before. my computer is pretty good as far as hardcore gaming goes.. not liquid cooled on the gpus or anything... but pretty good short of that.
SLI 970's slightly OC's with afterburner
3.5ghz i5 OC'd to 4.4
never had a problem with any game... then witcher 3 came out today. and BAM
green spots flickering on the screen. like dozens.... random placing, small green spots.
downsized to 1440 from 4k. same problem.... settings optimized by nvidia, turned way down from ultra... same problem.....

any ideas?
I had this problem awhile ago... way more slightly though. almost couldnt see it with RYSE son of rome... but that was before I went SLI

i posted a video on my FB page.... search my name. should be able to see it.
