Question Green Transparent Border around monitor

My monitor suddenly has green Transparent-ish border around the display and i cant find the solution to this , at first i tried updating my Nvidia driver and the green border disappeared temporarily , and then i boot up my pc again the next day the green border appears again.i tried reinstalling my previous driver but it doesnt work.Can anyone tell me how to fix? The monitor is only 2 months old, but i have a strong feeling that its some kind of software issue but i don't really know :/

Does it disappear in the BIOS or elsewhere outside the OS? I was assuming the computer was off in your picture.
