At the tavern in Buc's Den....if you're on Atl shard, you can find runes to
all the spots for the majority of the quests at Goodman's Rune Library in
Malas.

Most anyone can direct you to Goodman's.

Actually, I just tried it a couple days ago and think it's broken. You have
to go to bucs den, and get drunk. Then Capt. Blackheart will give you what
you need. Before, I think I needed to drink 7 pitchers to get drunk enough
to collect his whiskey. When I tried it a couple days ago, I drank and
drank. When I got to the tavern, the floor was clean. When I gave up and
left, I had drank over 20 pitchers, and still the Capt. would not give up
his gift. Broken. And I think it's been that way for quite a long time too.

One other thing about these quests. I needed a starchart. You need a
spyglass and wait for nightfall and double click. Well, I couldn't find
npc's who sell spyglass's. Finally gave up looking and logged in my tinker
to make one.

It sounds more like you didn't do it right.

And you have to be wearing 'pirate' garb. (IIRC, a tricorne hat.)

You may want to switch from pitchers to bottles of hard liquor too.
Seemed to me to take less time.
