I want to get a working usb port.

The female micro usb part has a ground wire. Is it required to wire the ground connection
from the female micro usb part to the notebook in order to use the micro usb port
for a pc mouse? Or can I leave the ground connection not wired?

Thank you.

Depends on cable and if that ground (shield) and ground wire are connected but at least one should be connected as ground is also minus side for power (5vdc) and send and receive for data. Some cables are also shielded and need ground against EMS.
As with all other circuits, both ends have to be connected to do anything.
