Ground Shimmer and Poor Anti-Aliasing (All Games)

I've had this issue for a while now, and I can't remember when it started. I have:

GeForce GTX 760
Corsair CX Series 750 Watt ATX/EPS Modular
Intel i5-3450 CPU
8gb RAM
GIGABYTE GA-B75M-D3H Mobo
HP S1931a LCD Monitor (1366x768 res)

Whenever the camera moves, there is a noticeable "shimmer" on certain ground textures, mainly things like gravel or grass, as well as some very poor aliasing, especially off in the distance. I have tried to force AA and supersampling, etc., in the Nvidia control panel, but I can not tell if there is much of a difference.

About the ground "shimmer:" When I play a game, such as Middle Earth: Shadow of Mordor, the ground around my character seems fine. However, about 10 feet away from him or so, you can clearly see that the ground shimmers, almost like aliasing, when the camera moves. There are also certain textures, like gravel, or patches of grass, that shimmer whenever the camera moves. In addition, a lot of grass that sticks up from the ground has very poor aliasing. I have tried to increase the transparency AA but it doesn't seem to help much.

To try and fix this problem, I have switched out my RAM for some old 2x2GB I had lying around, as well as switching out my 760 for with my old 550ti, and nothing changed. I have tried to do a clean install of drivers, and again nothing changed; there is still poor aliasing and shimmering in every single one of my games.
I'm at a loss as to what to do, so if anyone here could help me out it would be greatly appreciated.

I think you are the mercy of the game engines.

I mean things that are textures do not get extra smoothing because it would make things look blurry. Bump maps are bad for looking jagged even with tons of AA.

Since you have ground issues, Try to ensure your games are running AF(not AA)at 16. Disable AF optimizations in the game control panel.

Now this will allow sharper textures in the distance and may look better to you, but since these sharp textures may be what look shimmery you can try lower levels to see if you have a preference for that type of setting.

You can see different AF here. Look at the ground in those images.

The only other options, which are kind of out of reach of a 760, is Supersampling AA, or Downsampling. Both will be taxing on your system, but will smooth out aliasing everywhere. You should read this to understand aliasing and anti-aliasing methods: http://www.beyond3d.com/content/articles/122/2

As games have gotten increasingly better quality graphics, we are getting more aliasing, and it stands out more than ever due to how everything looks more real, which makes aliasing look even more out of place.

I really appreciate the advice, but I have tried to force both higher AA and AF in the Nvidia Control Panel. Can I change them on the fly without crashing or having to restart the game? Because I suppose I could try that out to see if I actually notice a difference.

I do not think they change on the fly in the Nvidia control panel(or at least they do not for me)

Some games can change them on the fly.

Try both high and very low numbers to see what is better for you. Also note what the other use said since these high resolution textures, they are sharp and may have more noticeable shimmer.

Okay I'm going to try it out in a bit. I mean it's not like it's unplayable-bad, it is just an annoyance that I don't remember having before. But maybe I simply never noticed it and once I did I began to see it everywhere.

As it is now, it likely is just normal aliasing, and you are hyper focused on it, because you bought a new card. It seems more pronounced the higher quality your graphics are, as imperfections are more out of place.

If there is a problem, you have to show screenshots. It'll likely just reveal that you are just spinning your wheels, but there is a chance it will reveal an actual problem.
