Grounding Connection Question

I'm getting ready to start my first build and have a question about using a grounding wrist strap. If I attach the grounding wrist strap to the chassis or PSU cover, does the factory coating (paint or powder coat) prevent good grounding? Would it be a better option to expose a grounding spot by removing some of the coating in an inconspicuous spot using a small file and attaching the grounding wrist strap to that?

1. You can wear the wrist strap on your ankle and connect it to a metal table or something.
2. Don't need to remove coating or anything, you can even discharge yourself by touching any piece of metal.
