I bought one of those electrical dusters/blowers to clean my PC with. I want to clean it outside, and the blower is a two-prong with no ground. Do I need to plug my PC in outside and turn the PSU off just to keep it grounded, or is this not necessary? Should I use a wrist strap? Would it be ok to put the PC on a metal patio table or should I keep it on the ground?

You really don't need to do a whole lot.
The blower....being two prong....doesn't matter.
I think you have a greater risk of damaging something by blowing it too hard than you do with regards to ESD.
Although when you do this....always handle the PC by the case....but there is no need to keep the case grounded when you blow it out.
I take my PCs out on the deck....put them on a table and blow them out with compressed air AT A GOOD DISTANCE. You don't need a lot of pressure to blow out the dust.

And...in most cases...PCs don't need to be cleaned as much as people think they do anyway.
