Group Policy editor...

I'm trying to lock down an internet pc. I need to block downloading and I'm not sure where in the policy editor (Win 2K) I can find the option to handle this. I've already blocked save to disk, but you can still select open to download and install anything. Also tried disabling Windows installer, but of course its not necessary when installing .EXE files. Any thoughts on this would be greatly appreciated.

where did you block "save to disk"?
