I have a pc that is still getting a gpo applied even after deeleting the GPO
and even the OU. I can only log in to the pc as a local admin. I am not able
to run any commands as a regular when logged into the domain like cmd or
gpresult.

Where is it still getting the GPO from?

There are two types of Group Policy settings, policies and preferences.
Policy settings are clever and will undo themselves when a GPO no longer
exists. Preferences are not and will permanently tattoo the registry with a
setting that will need to be manually undone even after a GPO is deleted.
It's possible you have some preference settings enabled.
