Question grpahics card wont power on but the rest of my parts do

i recently bought a palit rtx 2080 super white limited edition and put it in with my other parts and all my other parts light up and work except the graphics card and im using a 750 watt power supply
motherboard: asus x470 ROG crosshair
cpu: ryzen 5 3600
psu: 750 watts

its new from amazon got it today my 1070ti works in my pc just not that graphics card

I would return it. that psu is enough for 2080 super

Did you connect the power supply to the 2 8-pin power ports on the video card using the correct cables?

Yep I am able to use my 1070 ti on the rig but just not the 2080 super
