Grphics card not running up to par

My graphics card has never really ran up to par. I never questioned it until recently. I have AMD Radeon (TM) R9 270 and a CPU Type
AMD FX(tm)-8350 Eight-Core Processor. I've tried a number of things but don't really know what else to do.

First thing, exactly what is "not running up to par" mean in specific FPS in specific games on specific settings and what things did you try?
