Question Gsync causing 100% GPU Usage, with Gsync off it's much lower at the same settings

All temps are fine this isn't about temps, CPU or GPU never exceed 75c also my Nvidia drivers and all other drivers are always up to date.

Specs:
Ryzen 7 2700x (Stock)
ASUS X470 PRIME
16GB Corsair V 3000Mhz
GTX 970 (Had a GTX 1070 but RIP)
Corsair VS650 (Trash PSU but it works)
Gsync monitor is the Acer Predator XB271HK 4k60Hz

So, I noticed my streams aren't smooth anymore and that's because you need GPU power spare to stream, even if using x264. After a few hours of trying to find out why my GPU was constantly at 100% usage and OBS didn't have enough to stream smoothly, I finally figured it out, I decided why not, try turn Gsync off and just see, expecting it not to do anything.

Well to my shock, instant 70-80% GPU usage, it knocked off 20-30% just from having Gsync off, even in main menus of games before loading anything, it's at 97-100% GPU usage at 1080p with Gsync on capped at 60fps, now the weirdest thing is if I cap the frame rate of the game to 59 fps with Rivatuner my GPU usage goes down to 70-80% as if Gsync is off... (I used Tekken 7, Sekiro, Battlefield V, 1 and CSGO etc for testing)

I have used DDU to completely remove traces of nvidia settings or drivers, reset them anyway with Nvidia profile inspector before wiping the driver and have tested an old 388.13 driver and the current 419.67 drivers. Still, 100% GPU usage no matter what the game is doing, even if it's set to 540p or 720p the game runs at 100% usage, even if the settings are on the lowest or highest, still 100% usage but ONLY if Gsync is on... With Gsync off and games at 1080p lowest settings, It's around 40-50% usage. I am more confused than I have ever been in the 10 years of building and using computers and if anybody has any knowledge on what the heck is happening, please let me know because I used to use Gsync perfectly fine with my GTX 1070 and now I've gotten a GTX 970 as that died and I couldn't afford a replacement, Gsync doesn't work properly??? I thought the power of the GPU wouldn't really matter that much anyway, it's a chip in the monitor that syncs the frame rate with the refresh rate right?

Any one have any ideas? I've tried almost everything apart from a fresh Windows, could install a copy of Win 10 on a secondary drive just to see? I really have absolutely no clue why G-SYNC is causing 100% GPU usage in games at ALL times, I've just been playing and streaming with G-SYNC off now and it's been perfectly fine, literally not a single dropped frame due to rendering but I like G-SYNC and I paid for it 🙁
