As I have a limited budget i can only afford a 1030 so does anyone know what frame rates i might get on the lowest settings?

you will be getting about 10-15fps on a good day,and that is in the non populated areas.

Which one ? DDR5 or DDR4 ? 30-40 fps on city and 50-60 outside the city with low setting. DDR4 will have lower fps.
You can refer to youtube to get more detailed.
By the way you should upgrade the i3, they will maxed out 95-100% during the game, even with lower graphic card.

You can play with no problem with the i3, until you can upgrade it next time. and 8GB is enough. just play in low settings.
