Will the GT 1030 graphics card work with my legacy bios of 6.1 and my mother board.

It should, but it's still possible it won't work at all. You won't know until you try. Hopefully you are adding at least another 4GB of ram to that system, otherwise there is no real point to a GPU upgrade.
