Well i was asking 3 times in this site for the best gpu for optiplex 755 sff, i know there is the GT 750 Ti, but i stumbled upon the MSI GT 1030 after researching i also saw in this page
(http://www.tomshardware.com/answers/id-3455669/1030-work-optiplex-755-sff.html?xtor=EREC-8889) that the GT 1030 is UEFI not Legacy compatible. is it true? and if it is legacy would it work on my Optiplex 755 sff

Here's a page telling how to see if you have UEFI BIOS in your Dell. it may be that some were, and some weren't since BIOS versions go up to A22.
Best CPUs are Q9650/Q9550
I looked in the Dell manual and unfortunately the SFF on page 174 lists a 25W limit on the PCIe 16x slot.

That spec. actually exists for servers.
My advice would be to get a different computer. An Optiplex MT that will take a GTX1050Ti.
