I have a hp Compaq pro 6300 sff with a
i5 3470
8gb of ddr3
1tb hard drive
the psu is only 240 watts can it handle a 750 ti? and if so can I upgrade overtime with other parts?

Solution

Those (2)+12v rails combined are good for 240W (probably more, in reality). That is easily enough for the GTX 750 Ti and even the GTX 1050 Ti if you get one that is not factory OC'ed and has no 6-pin requirement.

I have a GTX 1050 Ti running in my Optiplex 790 SFF on a PSU that only has a single 17 amp +12v rail.

my +12Vmain & +12Vcpu have 16A with Vsd having the same 1.3A do you think I'm still good?

For the GTX 750 Ti, yes. Not sure yet about the GTX 1050 Ti w/o seeing the nameplate. Was that 16A for each of the +12v (main/CPU) rails or total amps for both combined?

yes

amazing thank you

That depends on the nameplate specs of said PSU. Not all XXX watt PSUs are created equal. The +12V rail(s) is what provides power to the gfx card. The capacity of that rail is what is important.
