Your chaos meter raises faster when your wanted level is higher. If you
already have the rocket launcher at your mansion get it. Then go get it at
your Hyman condo. Then pick up the free one in the pool behind the red
brick office building just down the street from Sunshine autos. Also buy it
from Phil's place. These four locations will give you 28 rockets plus
whatever you have on hand.
Park a couple cars behind the bikes in front of the biker gang club. Get
the launcher ready then start the mission. When you come out just face your
launcher to the right and fire at the cars that drive by when they reach a
safe distance. If there's a lull in the cars driving by go to a safe
distance and fire at the cars you parked in front of the club. Fire at the
bike shop across the street. Then fire at anything, cops,cars, bikes.
Groups of people in threes and fours. I jus passed this mission today and
it take more then a few tries.
