Gta 4 fps drop

Hello i have a new pc i buit and i have had issues with gta 4. i play on high and get 40-60 with the occasional dip below 30. i have lowered settings and it was more or less the same frame rates i was wondering if its the game or my system and what i could do to reach a solid 60fps my specs are

intel core i3 3240
4gigs ram
xfx radeon r7 260x double d edition
and i play on 720p with windows 7 ultimate 64 bit
