[SOLVED] Gta 4 fps limiter

I played gta 4 on my new pc but when i play i get a stable 58 fps on max graphic settings and when i set them to low i still get 58 fps does gta 4 have a fps limiter? and can i turn it off ? i checked the fps with msi after burner also used the in game bechmark and still got the same results

You can edit the commandline or create one and make sure that -framelimit and -refreshrate are set correctly.

But also maybe your cpu and gpu can only do that much.
