Gta 4 give only 20 -30 fps on 560ti

hello friends,
yestraday i install the gta4 in my pc .i think it would give 40-60fps on high setting in1600*900reso.but it just give the fps about 20 to 30 fps.
My pc config is
i3 processor 540 3.07GHz
4gb ram
gtx 560ti.

so nwhat is the reason behind about that worst fps. even though i low the the setting but problem is not solved. HELP ME 🙁

Task manager (right click the taskbar > task manager > performace tab.).

Make sure the game is patched fully. GTA IV was laggy as hell before they patched it.

Just patch the game to 1.4 or 1.7. With your spec you should be able to run the game on high settings. Just remember to keep it on default settings
