GTA 4 lagging command line can’t fix

Windows 10
1tb hdd

The game GTA 4 is lagging a lot and I also used commandline but still can’t fix it.. any solution?? I downloaded it from codex..

Installing the game from a legitimate source usually helps with poor performance issues.
