gta 4 lagging on intel core i3 2.53ghz, intel hd graphics and 4 gigs of ram. os is windows 7 64-bit. 320gb hdd. please help!!

GTA IV will lag on hd graphics try lowering the settings. It is not mean't to run on integrated graphics. Its not properly optimized for PC and also a very graphic demanding game. Try using some patches for lag fix. Note that Laptop CPU are weak as compared to that of desktop.

theres a good chance your wasting your time. gta4 requires a quad core, due to poor optimization.
in this games case you would get better performance from a core 2 quad running at 2.4ghz than an intel i3 even though the i3 is likely a stronger cpu on clock for clock comparison.
it just doesnt like dual core, any dual core.

will gta 4 run good on intel core i5 1.7ghz turbo boost upto 2.7ghz and intel hd graphics 4400, 4gb ram and win 8.1 64-bit?

Yup it will run but still on low settings as you are going to use integrated GPU. I suggest getting a Dedicated GPU for better gaming experience
