I have a dell inspiron 15R notebook with the following configuration:
Processor 3rd Generation Intel® Core™ i5-3210M processor (3M Cache, up to 3.1 GHz)
Operating System Windows® 7 Home Premium SP1 64bit (English)
Display 15.6" HD WLED True-Life (1366x768) - ICC
Memory3 4GB3 DDR3 SDRAM at 1600MHz
Hard Drive 1.0TB 5400RPM SATA Hard Drive
Video Card AMD Radeon™ HD 7730M DDR3 2GB - ICC

but the GTA4 is not running smoothly at all even with the lowest resolution. Please help!!!!

Don't be too surprised, it's a badly ported game. It wouldn't work too well with even high end machines.
Try reducing texture to 'low', detail distance to maybe 5-10 along with draw distance. Turn shadows to low too if it's still unplayable (It will reduce a lot of eye candy).
Also, apply the latest patch for the game.

You should probably try running if lower setting
lower the texturing distance , resolution , texture an all it should run smoothly then

Actually GTA 4 did run quite well on my Lenovo Y470 (i5-2410m & GT 550m @ 1366x768). It's been awhile, but I believe I had it on medium quality settings. The only issue I had is that it made my laptop run real hot.

I would update GTA 4 with patches. I think I patched it to 1.04 if I remember correctly. You might want to update graphic drivers. Last resort is a clean install of Win 7.
