Gta 5 100% CPU Usage since a year suddenly

When the game launched in 2015, I was playing it smoothly on my pc with settings turned to high and very high with decent fps like 45-65 most of the time. My cpu usage was around 60% to 70% and now since about a year it is always on 100%. I installed windows fresh and also the game downloaded it again but no luck. My every single drivers are upto date and i have witcher 3, bf 1, ghost recon wild lands, far cry 5 and none of them even exceeds over 80% cpu usage. My question is why suddenly it started throttling my CPU to 100% all of a sudden. And yes if I set vsync to 'HALF' then i have 30fps constant and cpu usage is around 70 to 80.
my rig :
CPU - i5 4590 (Temps are 45-50c on 100% usage as i am using a watercooler)
Ram - 8gb ddr 3
GPU - Evga gtx 960 4gb FTW

Hi there,

Have you tried re-applying heatsink paste, and/or clearing out the dust on the intakes that your fans use?

Another issue could be something running in the background. When you are idling and in game you should check your processes in the task manager.

You could also try running CC cleaner to clean up your system and improve performance.
