[SOLVED] GTA 5 and dirt rally 2.0 running extremely slow

Hi guys,
I am having a serious issue with two games: dirt rally 2.0 and gta 5 in terms of fps. GTA 5 is getting around 1fps maybe 2 at any time, whilst dirt rally is only getting 15 tops. This has never happened before and every other game runs fine.
I run resident evil 2 at over 60 on max settings, forza horizen 4 over 110 fps max, halo mcc max over 90, but gta and dirt arent working for some reason.
Specs:
AMD ryzen 5 2600
NVIDIA RTX 2060 (gigabyte model)
16 gb ram oc'd to 3200mhz
B450f motherboard from asus
and a solid state and hard disk (INSTALLED BOTH GAMES ON BOTH DISKS DOESNT CHANGE THE RESULTS).
I am at a loss of what to do, as ive updated drivers, changed every setting i can, reverted gpu back to stock core clock, uninstalled and reinstalled the games but nothing.
Any help is appreciated.

Seems like a software problem. What version of windows is it?
If you are still on 7, consider updating to 10.
Either way, a clean install of windows 10 is recommended.

I am on windows 10. I was hoping to avoid a clean install lol but it looks like the only option left now. Thanks for the suggestion.
