GTA 5 cutscenes stutter and gameplay as well

So for some reason the cutscenes always stutter and so does the gameplay however the FPS is consistently 60 or above.

I checked my CPU temps and the average is around 45 - 50 so I'm not too sure what the problem is.

Specs are
Intel i5 6500 3.2 GHz
GTX 960
8 GB of RAM
Samsung 256 GB SSD

Have you played with vsync vs adaptive vsync?

The game is not very well optimized, meaning it has a bunch of bloated code that runs inefficiently. Until they patch the game, there's not much you can do.

I currently have vsync turned on should I turn it off? How do I turn on adaptive sync?

Adaptive is in Nvidia Cp under Vsync.

I had this stutter in Gta5 as well. What worked for me is set Vsync in Nvidia Cp to let application take control and in Gta5 set to half.

After testing a lot of things, I finally found a fix for this.

Try to limit the framerate.
I'm using RivaTuner to do the job.
In my case, I'm limiting to 60 fps.
