GTA 5, fault of the game or my PC?

I have a GTX 660, i5 4460, and 8gb of ram in my PC so I bought GTA 5 as these are the recommended specs. I expected to run the game at around 50 on high and 60 on normal, yet when I run the game on normal I get max 50 fps with frequent drops down to mid 30's, sometimes lower. The last 2 drivers I installed for my GPU made my PC crash, but after rebooting said they had installed. I am wondering if my ingame lag is the fault of my PC or the game. Any help would be greatly appreciated.
 
It turns out that GeForce experience was saying I had the latest driver, but when I looked in my files I didn't. I deleted the old driver and installed the new one and launched gta. The game ran smoothly on 50 fps on normal (pretty bad for recommended specs but never mind) until the fps dropped to 25. It didn't go back up. I restarted the game and the same thing happened after another 15 or so minutes. I think this may be a different problem. Any more fixes greatly appreciated

 
I don't think my drivers are the problem here, I think it might be something to do with the game using all my vram when it doesn't need to. I will see if it gets patched soon and if not then it will be a problem on my pc
 


It doesn't take more than 20-30 mins to run DDU though, and it couldn't hurt.
