GTA 5 fps staying low at 70% gpu cpu usage

Hello guys, can someone explain this?

GPU usage 74%
CPU usage 64%
V-sync off
FPS 116
What could possibly limit the FPS? Why it doesnt go 150 fps thus loading cpu and gpu more? Arent they supposed to go to 100% usage with fps limiter off? It's not the ram (16g) and the drive - its on ssd. Freshly installed game, goes 63 fps stable at v-sync on, and 60-120 fps with it off, but never loads cpu and gpu completely, so im missing some fps i guess. Any ideas?

not sure how one core hitting 100% in GTA would limit the performance tho, as there are 3 more cores for the game to use
so the GPU load is 76%
CPU1 78%
CPU2 71%
CPU3 64%
CPU4 62%
RAM 8500mb/16000mb

and the FPS stays at around 133, when should go up to 180, what limits it if not cpu/gpu/ram

 
It’s up to the game to spread the load across multiple cores and games are notoriously poor at doing this evenly. Just because the other cores have spare capacity doesn’t mean the game can use it.

However that doesn’t look to be the issue here. I see you have V-Sync off, I believe from memory that GTAV has an option to cap/limit FPS, can you check and ensure it is not set.
 
Capping fps in this game is done only by creating some custom command files, and there isn't any similar option ingame other than v-sync, so it isn't forcibly limited in any way for me. E.g. I can get 100 fps at 70% loads and 130 fps at the same loads, or 200 fps in the black loading screens, so this is not the case
