gta 5 huge input latency, stuttering.

Hey i have a pretty bad problem, i don't know what could cause this.. when i'm playing gta 5, if i alt-tab to the desktop, my keyboard input latency becomes huge, for example if i press a button in a .txt it appears 1-2 sec later. only if gta 5 is running meanwhile.

Ingame i have some other serious issues.. it stutters badly, even when i have 80+ fps it stutters... stutters with and without vsync, no matter. and sometimes the keyboard latency appears in game aswell. Sometimes unreasonable fps drops occure aswell, but it stutters even without the drops.
I've checked the voltages and they are stable, i've ran memory test it returned no erros. i even downclocked my RAM to 1600 99927, from 1866 10 but it didn't show any results. Cpu is only around 40-60% when these happen.
Ram usage is around 5gb ingame.( 16 available)
vram usage around 3,5gb ( 4gb available)
I see no errors in event logger, except for some usual stuff like bits client having headache and such.

gtx 980 gigabyte wf3
16gb hyperx genesis 1866 cl10
asus z97-k
850 evo 250gb(system +game installed on this)

please help me figure out.

You're troubleshooting a brand new release. Good luck. Maybe try contacting the developers (yeah right).

I suspect there might be some issue with USB, HID drivers, or something. Unplug all of your USB devices except the keyboard/mouse (if they use USB) and see if that helps any.

Other typical stuff would be that nvidia released a gta V ready driver yesterday. I never install geforce experience so I couldn't comment on whether there's any conflict there.

The first time I loaded up GTA V, I had huge input lag, but a restart and changing the in-game resolution from its default to 1920x1080 cleared it up.
